The headlights on my wife‘s 2016 Highlander were starting to look pretty bad.
I used this 3M kit to polish them.
Amazon.com: 3M Ultra Headlight Restoration Kit, Contains Masking Tape, Light Sanding Discs, Wax Protectant and More, Use on Plastic Lenses Headlights, Taillights and More, Easy Heavy-Duty Restoration (39195)

The kit comes with 500, 800, and 3000 grit sandpaper you use on an included rotary pad that you use in your drill.
I also used 1500 and 5000 grit sandpaper.
This is what the drivers side looked like before I started sanding.

When I was done sanding, 500, 800, 1500, 3000, 5000 grit and then wiped on the UV protectant they looked like this.
Will see how long it lasts.

For a quick and temp fix .....good old WD-40. Spray a little on a paper towel and wipe it on a clean headlight lens. It made the lens on my 2005 Highlander look like new, for a few weeks or until a trip to the car wash would remove the WD40. I have tried it on my 'new' 2014 Highlander that really does not need it yet on the exterior but does need it on the interior of the upper part of the lens that is slightly foggy but it is an appearance issue not a driving issue.
