I'd be looking at the Mass Airflow Sensor (MAF) first, if here.

Condition, wiring, connections @ the sensor, -and- ECM - since the ECM was changed,

In any case, I would be hooking up an OBDII diagnostic scanner and getting some readings (MAF, ECT, fuel trims, etc.) to help w/ diagnosing the issue.

If the motor was running 'very poorly' prior to the ECM failing:

I'd also check mechanical timing: a "jumped Timing Belt" can -also- cause the above (no power, black smoke).

Being a '96 it should have a OBD2 port inside the car.
Is the CEL on?
Jump the OBD1 diagnostics box and count the CEL flashes to get a DTC .

 

It’s a Japan made car it’s in my island in Bahamas it’s right hand drive it’s obd 1 I have jumped the obd ports and there’s no codes stored it fires right up it idles really well but smokes black really bad and has no power definitely loading up with fuel

 

Test the A/F o2 sensors voltage. .01 to 1.0 v.
Have ya pulled any spark plugs to see the color and condition?

 

I'd bank on a sticking lean oxygen sensor,it'll push it too rich and never throw a code, show normal fuel trims or even lean trims. Unplug the O2 and make it run in limp mode to confirm that. Also need to check the fuel pressure regulator isn't leaking fuel into the vacuum line and into the air intake as well as running full pressure.
