Oh and also I forgot to mention that my transmission struggles to shift into overdrive. i usually have to toy around with a turn o/d off, go into neutral, rev a little, go back to D, and turn o/d on to try to get it to shift, if I leave it it takes about two minutes for it to shift by itself.

 

The transmission will refuse to shift into overdrive if the coolant is below a certain temperature. So the coolant really is cold.

 

Possibly a stuck-open thermostat. Maybe the previous owner removed the thermostat?

Whining - may be a loose belt? Does this happen more on cold mornings than warm afternoons?

 

Does the whine happen on acceleration or only when accelerating through a turn? Is the whine related to engine speed or your car's speed? I'd check to make sure there's no air in the cooling system and if that's not the problem I'd look at the water pump.

 

it takes my camrys around 10 minutes sitting idleing to warm up. If I drive it at low RPMS it takes about 1 mile for it to switch into overdrive, and about 4 or 5 miles before it starts blowing heat. I would say a squeal is either

1.) A loose belt
2.) Power Steering Maxed Out (Turned all the way to one side)

 

When you turn on the heater the fan motor draws more power. I wonder if it's the alternator belt that's loose. These engines don't have automatic tensioners, so a belt gradually loses tension with time.

You might want to get a Krikit-II gauge on Amazon to check tension. About $20. Over tightening isn't good for the engine's front main bearing either.
