Activating Full Speed DRCC below 30 MPH

Hey guys!
I've been looking into getting a new/used car (Toyota/Lexus) recently and have been looking at cars with adaptive cruise control. I understand Toyota has Full Speed DRCC but I've been wondering whether the system can be activated below 30mph. This is because I commute 25-30 miles to work with pretty heavy traffic and achieving 30 mph to activate the system may not be possible. I've heard that as long as there is a car within 400ft in front, the system will turn on under 30 mph but that was only one source of information and would like to get more input. This will be a make or break between a 2019 Corolla hatch/2018 Camry XSE or a 2016/2017 IS 200t.

It worked for me in traffic and the car will make a full stop if someone in front of you will stop ie: red light... but it will not get moving by itself, you have to accelerate from full stop. Not sure if this is what you are looking for.

Yes kind of. I know that conventional cruise control can only be activated past a certain speed. I thought full range DRCC is the same way. If that were the case it would be counter intuitive for my purpose since I commute in LA traffic which means I wouldn't be able to pick up enough speed. However, someone in the previous post said it can be activated under 30MPH but it will set the max speed at 28MPH which is completely fine with me.
