Is there a way to install Android Auto on my 2019 Camry and use it instead of Scout? Do I need to delete Scout first?

Not supported at all on the older units without an aftermarket head unit, or one of the interface units that allows a connection to the CP interface.
There is a solution though, as stated above...

I caved and got an iPhone because of the car situation, two years later and glad I did, EnTune and Scout suck the big one.
