Brake surge concern

I have a 2021 Highlander AWD Hybrid. concern is that when coming to a stop, the brakes seem to let go momentarily causing the vehicle to surge ahead. Only happens periodically so cannot reproduce for the dealerships. There is no set pattern to cause it that I can determine.
Any thoughts or similar concerns in the Toyota nation?

The hybrids are known for this issue when the regen cuts out at low speeds when stopping! It happens when the regeneration braking effect cuts out and you go to regular braking. More noticeable when braking very slowly or during hard braking. Toyota has tuned that very well in my Venza and my Highlander but every now and then I do notice it. Possibly yours needs some tuning? Generally I do not feel it at all.

Brakes in all hybrid Toyotas (and Lexus) suck. They are extremely non-linear and seriously impair safety. Toyota has never figured out how to properly transition from regenerative to conventional braking. Sometimes it switches from gentle to very harsh braking, other times it feels like there is no braking at all.

Go on Consumer Reports and see how much longer emergency braking distance is in Toyota hybrids compared to non-hybrids. It's a serious safety concern.

If you look there, lots of people are talking about this.

As a hybrid owner I can say that I actually find the way Toyota overlays the regen and hydraulic braking extremely smooth and not at all jarring or problematic. The issue you're talking about is something else entirely and discussed at great length in several threads over in the Hybrid forum. I've only experienced it about a dozen times in the years I've had the vehicle and when it happens it is not at all like the normal day-to-day braking experience in the vehicle.

We have the same issue with our '21 highlander hybrid surging forward when applying brakes at slow speeds consistently when going downhill to a traffic stop. It is alarming and definitely affects emergency braking distance. I'm very concerned about the safety of this and have reported it to the dealership repeatedly at all visits since buying the car new from dealership. Dealership says there's no fix and it's how the Hybrid brakes. If anyone knows of a solution I would greatly appreciate hearing about it.
