Brake system malfunction

Hi,
I need help with my 2011 Rav 4, 4cylinder base model with non-functioning brake lights and non-functioning ABS and Traction Control systems. Problem originally started with brake lights staying on with engine off and key removed. Depressed brake pedal and lights got brighter until they shut off. Now they do not work. ABS and Traction control warning lights are on in the instrument panel.
Replaced stop light switch, no change. All fuses have been inspected and no shorts. No other malfunctions have been noticed in the car. OBDII system has been scanned and no error messages have appeared, even though ABS and Trac warning lights are on. Any ideas? All help is appreciated.

Did you have a Toyota dealership scan for error codes?
They can do more than a regular scanner can.

Yes took to dealer - codes they got seemed strange as related to the brake problem when I looked them up...from dealer’s printout:
“C1422, C1425- open in stop light switch circuit - found open in stop light switch and open in stop light relay - due to water leak on pass side. Need to replace stop light switch and relay. $170 stop lamp relay, $65 stop lamp switch.”

They gave me a diagram saying they recommend I locate and fix the water leak 1st, but the diagram they provided showed the fuse box that is inside the car under the driver’s side dash.

I have looked up stop light switch and relay online and aren’t sure what they are referring to. I see the relays on the drivers side under hood 1 says “brk” and 2 say ABS but there are none related to brake system on the passengers side from what I can see.
