Delay in starting when turning key

87, 22R, auto, 2WD, carb engine. I turn the key and 1 or 2 seconds later it turns over and starts. I want to test the starter relay first but I can't find it. I've looked on the fender in the engine bay and in the fuse box next to the battery and in the cab in the drivers side fuse panel. I found one component located above the fuse box in the cab that look promising. This part was blue. But, after unplugging it from it's harness and turning the key, the truck still turned over and started. Does anybody know where the starter relay is? Or if it even has a starter relay?

Welcome to the forums! All the Toyota vehicles I've worked on always had a starter relay. It is usually located in the cabin fuse panel or just off on a sub-panel. Could you snap some piccies of yer interior fuse panel and post them?
Photos attached below
How many miles do you have on the engine?
220,000 miles
Has the starter ever been replaced?
No

Can you hear any clicking from anything, i.e relay ,starter solenoid or the starter itself?
There is nothing...dead silence until the starter turns over.

...and, there is no relay on my fender wall.

Automatic transmission model may not have starter relay. Could be a failing neutral safety switch. Try starting in neutral and wiggling the shifter while holding on start and see what happens. If that does nothing, you should check to see if you have current going to and coming from the neutral safety switch.
Just in case I need to find it...where is the "neutral safety switch" please?
