i'm surprised Toyota gives us the option to turn that off, isn't it a mandatory thing now for newer cars to have DRL on? the other cars we have all have them on by default.

Not that simple now-a-days. They are on the high beam circuit which uses mosfets not relays, its a computer controlled PWM signal. You have to change a setting in the software. The pull a fuse trick ended with the first gen HL in 07.but I'm sure you could pull a fuse and turn them off
I also noticed with my own driving with cars with, and without DRL. I noticed more close calls with DRL off versus DRL on. This is my observation for the last decade at least. Most cars I drive have DRL or the ability to turn on/off DRL. For the cars that don't have DRL, I switched on the high beam as well during daylight.I have been driving with switched on headlights 24/7 since 1975, even before DRL's were a feature/option/law. In high school my friend's dad was an executive at the local utility company, BC Hydro, and he was also a car guy. He told me that his company did a long term experiment in partnership with an insurance company to see if there is any safety benefit with headlights switched on during the daytime. BC Hydro equipped their entire fleet of trucks and cars with DRL's and sure enough their claims rate went down!
