I think it's fairly normal to have some seepage with time. Mine has some of that, 2016 Camry SE 2.5L, notably in the more recent mileage (got it at 84k, was pretty clean. Now at 130k, some seepage)

What mileage are you at?

I wonder what more knowledgeable people have to say about this, I'm curious as well.

Mine is at 140k now. From Toyota parts website, it looks there is a washer behind it, but all pictures were unclear to me, and I am uncertain what to order.

 

u can remove the bolt, apply some threat sealant to it, it should work.

 

Sure doesn't look like the oil residue and dirt ever came from the plug itself.

That's a cover gasket leak in all likelihood imo.

 

I noticed some in that area on my 2016 se I de-greased and cleaned it up and hasn't come back. this has been about three months now and it has stayed clean. oil level doesn't budge between changes once a year. so not sure it is anything to worry about. mine wasn't that bad though so that could be your valve cover gasket.
