EPS failure steering wheel hard to turn in 2019 Highlander

Brought this vehicle one week ago, used from a volvo dealer. The car has been running fine I went to work and back without anyissues. When I went to go out after work, the steering wheel was locked with the comment message. “EPS Failure.
Steering Wheel Harder to Turn. “
The wheel does not turn at all.

In late 2014 thru 2015, Toy saw a chronic prob with the ECM board for the Electric Power Steering (EPS). I do not see a similar TSB or safety campaign for your 2019 HL, so this info "may" be irrelevant. But just for your reference when your talk to your Toy Service Advisor, you may wish to mention this previous 2015 campaign re: EPS problems. Once they pull the Diagnostic Trouble Codes (DTCs) from the OBD port, they should begin troubleshooting. If you can pass those DTCs back to the forum, then it will be informative. The service tech should include those DTCs on the service invoice they give you under his/her "Diagnostic" entry. Lastly, a prev forum member reported this issue and indicated that after about the fourth time they turned-off and re-cranked the vehicle, it went away and they were able to move the steering wheel. They then drove it to the dealer ... as I recommend you should if it does clear after several re-cranks. Good Luck.
