Folding down 3rd row seat Q?

So page 90 of my owners manual provides directions on how to fold down my 3rd row of seats. My question is , should the 3rd row seats lock down into place? Mine just seem to rest there. I've tried pushing on them, but they don't lock in to the down position. Any help would be appreciated.

They don't lock. They just lay there.

Thank you so much. I had all of the side panels and back part out looking with a flash light for an obstruction. Oh well, I figured out how the spare tire drops down.
