Haze/Cloudiness on Projector Headlamp

Hello.. I have recently noticed a haze / fog / cloudiness on my Highlander's Projector Headlamps, and I was looking for suggestions to remove that..

I suspect I need to tear the whole thing apart, but I thought I'd ask before trying that. Any ideas?

Wouldn't cleaning them be the safest / easiest / cheapest option 1st? - I'm not talking about wet sanding the poor lights just some headlight polish or rubbing compound with wax / ceramic / clearcoat your choice.
