there should be a couple of course bolts that come with the front plate mount. basically line it up where you want it on the front of the bumper and mark where the bolts go, just drill a small piolet hole in the cover and bolt the plate mount to the bumper cover. then attach the license plate. you are now putting two holes in your bumper cover.
my car has the plate holder on it, so i don't have a reference for this, but often there are two small dimples in the bumper cover so people can install the plate mount
