Lower Control Arm Bolt

I have a 02 Highlander, V6, 2wd, 170,000 miles and was working on the brakes. I have read many discussions on the lower control arms in this forum, so I thought I would take a look at mine. The bushings are worn out and cracked as expected. Then I saw this bolt sticking out of the frame on both sides! I thought "Oh no" looks like a problem to me, especially from what I have read about replacing the control arms. Does anybody have any thoughts if this will be a problem in replacing the control arms? I did read a discussion on a caged nut breaking loose. Does this have any connection to this nut? Here are some pics.

I could be wrong, but looks like the engine mount to me. There are normally plastic caps there to protect that nut from road debris. They have 3 bolts accessible under the frame, and one top nut that attaches it to the engine.
