Your Camry's fuel consumption is quite bad. It converts to 15.6 miles per gallon. It should be in the high 20's, like 28. So it's low by 80%.

The engine idle speed is not adjustable. It is controlled by the ECU, which adjusts the IACV (Idle Air Control Valve) to vary the amount of air entering the engine. It's quite common for this IACV to get dirty and sticky. Try cleaning it per the instructions in these two threads:

The next culprit is the thermostat or the water temperature sensor that is actually making the engine cold , or telling the engine computer that it is cold and to use more gasoline.

From your pictures, it looks like the O2 sensor was poisoned by a gasoline additive - the same additive could have also caused problems with the injectors and the EGR valve. The stuff looks like same sort of crud I was dealing with back in the 70's - with the critical difference that the cars back then didn't get poisoned by it. If you haven't already, run injector cleaner through the fuel injectors- the kind you plug into the fuel rail and comes in a pressurized can. The 'in-the-tank' cleaners aren't aggressive enough to cut through the kind of deposits you seem to have. If that doesn't help, you'll likely need to remove and test (or have tested) the injectors for spray pattern and action, i.e. that they properly atomize the fuel and that they respond to the electrical signals.
