Measuring Cylinder Head Bolt Length and possible FSM error

In both the FSM and in a TSB i found this diagram which seems to be in error.

It instructs to measure the length from the top of the socket head to the tip of the threads.

When i do this my reading is about 1/2" too long; my bolt shank diameter doesn't appear to be necked down due to stretching.

In another post i found info that the measurement is from the seat to the tip, which closely agrees with my measurements.

2004 camry 2AZ engine, OEM bolts removed as part of leaking head gasket. Is this diagram in error, i.e. measurement should be from the seat of the bolt head rather than the end as shown?

[edit] duh, the text does say from the seat; i was just looking at the picture and the values...🤦‍♂️
