First port of call would be to check the fuse for the wipers. Rule that out first. Then listen for the clicking of the relay. If it clicks when you operate it then that should show it working. If the fuse checks out and the relay is clicking then next would be a quick check to make sure the motor works. Simply by pass the switch to check the motor runs. If all checks out then likely to be the switch.

Rule out the simple stuff first before thinking worse case.

 

Where is the relay located? I have checked the fuse, replaced the motor, also replaced the switch.

 

Haynes shows it behind the instrument cluster.

Well the washers do not work as well. Including the rear windshield washer and wipers. I've replaced the relay with 2 different ones from the junk yard and still nothing. I am no good at checking the ohm and the cruise control does not seem to be working which may be the harness that both the cruise control switch and wiper switch connects to. I am very puzzled as to what it may be.
