Power steering question

so im driving along and all of a sudden i lose power steering, no big deal maybe the belt went. so i pop the hood and the belt is still hanging there intact but off the pulley, weird, so i go to put it back on and notice the pulley itself is wobbling. the shaft itselft doesnt wobble so my question is can the pulley be tightened back on? i tried but the shaft just spins with the pump. by the way the pump is not factory i dont know if that makes a difference

OK, you tighten the nut and the shaft turns too.
Does the pulley turn with it or does the pulley seem free of the shaft?

Should be a way to hold the shaft steady so you can tighten it, perhaps something at the front of the shaft a slot or allanhead.

i would just pop the belt back on temporarily, tighten up the idler pully and then tighten the nut on the power steering pump. That way the pully is now connected to the engine and i doubt vary much that you are going to start turning the engine over as your tightening the pully down.
