2021 Highlander Hybrid Limited AWD here, and I have noticed that when I start the car, the dash warns me about the rear seat belts needing to be buckled but there is nobody sitting there (and nothing in the seats at all - both 2d and third rows empty, third row is usually folded down). Is this normal? Is this a defect? Its only mildly annoying but if it is a glitch there could be other symptoms I haven't figured out yet.

It’s because there are no occupancy sensors in those rear seats. I guess that’s why they always prep it for you at the dealership with all the seatbelts connected. They don’t want the red warning lights to be the first thing you see when you start your new car. [emoji23]

Maybe that’s the way you’re supposed to drive around – with all the seatbelts hooked up. I don’t think I’ve ever known anyone who did that.

Not that you would want 8 occupancy sensors. The one in the passenger seat of mine is on the fritz and I’ve been to the dealership three times only to find it it’s gonna eventually take them six hours to remove the entire seat just to get to the sensor which is been on back order for a couple months. I was hearing the warning chime every time I started the vehicle until I disabled it via Carista.

The warning sign will disappear about a minute after of driv I think you can also press the return button on the steering wheel to exit that screen. The way I interpret the lights is if it's red then no one is sitting there and if it's gray then the passenger is buckled.
