Steering wheel wobbles back and forth at all speeds

Hello, everyone! I am going to try to be as descriptive as possible so I can narrow down my troubles.

I have an 01 Toyota Sienna LE with almost 140,000 miles on it. I have been having irregular inner tire wall wear and my van pulls to the right, so I know I am out of alignment.

My issue is that a couple of months ago, the van started driving like it had a bad tire. The steering wheel wobbled back and forth. I put the spare on the front passenger side and the wobble was solved, until it wasn't.

It started doing the same thing again, so I grabbed a used tire. Worked very briefly, then started back up again.

The steering wheel wobbles back and forth at low speeds, gets worse from 30-55 mph, and is less noticeable at 60 mph +.
I did the standard wheel bearing test and it doesn't feel like a wheel bearing.

Everything looks decent, overall. I could have bought a bad used tire. I am looking at getting both the front tires balanced.

Aside from possible tire problems, what else could be going on here?

I had the same thing on my '02 Sienna happen to me and it ended up being the front left wheel bearing and hub. $357 plus alignment. The wobble started a couple months after a road impact / downtown Denver construction zone pothole. CDOT wouldn't even pay the claim that I submitted.

Three months prior after an un-transitioned road step up impact in Indiana across both tires ( IDOT wouldn't pay that claim ) I had a grinding noise from the FR wheel at low speeds. It sounded exactly like a brake pad grinding on the rotor. A Toyota dealership told me it was the right strut but it wasn't - It was the left lower control arm $177 and a right ball joint $117. I believe the dealership was acting honestly as they lifted the van and checked the bearings for sound but there was none. Fortunately I did not change out the struts.

Either way I would get your vehicle in to a tire place that you trust and have it checked out.
