TSB on 2003 Camry

There were few TSBs for 2003 Camry.
One of the problem is "Surging" for V6 engine and the problem is listed under EG008-03. Since the all TSBs are listed on US side, how I approach to bring the car to dealer to fix it ? (because I 'm in Canada). I am afraid that they are going to say the TSBs do not apply in Canada.

The Engines with VVT-i always have some sort of kick back or surging or watever u wanna call it.....I think its just cause the ECM is changing the cam to prepare for idle....

I notice it on the 4 Cyl with increase engine load (A/C on) But otherwise i don't notice it at all.

What is the Fix in the TSB say?

Useless service!

Technical Service Bulletins are issued and used by Toyota USA as a diagnosis tool. They are meant to cut down on unnecessary and expensive diagnostic time by pinpointing a probable cause. Toyota Canada does not have access to Technical Service Bulletins because it is not Toyota Canada that issues them.

With regard to the surging problem you are experiencing with your Camry, we rely on Toyota dealerships to diagnose and repair vehicles on our behalf. As such, we suggest contacting the Service department at your Toyota dealership directly to discuss this issue.

Effective VIN number

Here what I found ...

If any 2003 1MZ-FE prduced BEFORE production change effective VINs
TMMK Line 1: 4T1BF3#K#3U038904
TMMK Line 2: 4T1BF3#K#3U546301
Tsutsumi: JTDBF3#K#30106459

My VIN number is higher than the one specified, probably I do not have the surge problem
