Unable to mount front tag on 2005 4Runner

Bought a new 2005 4Runner, but cannot mount a plate on front of bumper. The screw holes on front bumper are about an inch too wide for the plate to be mounted.

Do I need a universal mounting bracket? Any other suggestions? If so, where do I purchase?

4runner tag

if you look by the screw holes there will be 2 indentations on that same panel
they will line up with your lic plates
you have to use sheet metal/self tapping type of screws
