Very low compression.

My 99 camry has about 30 psi compression on all 4 cylinders. History: Put a new timing belt, tensioner, spring, etc on about 6 months ago. ran good but always noisey. Started running rough, CEL indicates missfire on all cyl, if I remember correctly. rechecked timing belt and I think it was off a tooth. Went back through EVERYTHING timing wise and I am sure it is timed correctly now, however, it would not start. Looked like plugs were oil fouled. Ran a compression test and all cyl. are about 30 PSI. Added a slight bit of oil, and didnt change. Also, may have overheated at some point, not sure because someone else was driving it. Any idea what I'm looking at? Still not timed right? Head gasket? Any ideas will be greatly appreciated.

i'm gonna go with still not timed right cause that's way too low. if it was 1 or 2 cylinders, i'd say head gasket but all 4. and yes, the oil in the tubes is an old tried and true way to eliminate some of the ring blowby, at least temporarily, when doing the pressure testing.

You probably timed the cam on the dot and not the V notch.

Rotate cam 1 full rotation. It should pop in 4 locations. One of these locations is dead on the timing mark which is a v notch.

If the spark plug tube seals are leaking oil into the cylinder it may look like the plugs are being fouled internally when its just leaking through the threads.
