What is the best way to accomplish Hard Plastic Restoration?

I'm talking about the hard vinyl or whatever kind of plastic is on the middle and lower part of the dash, the kick panels by your feet, and those thin strips of plastic in the door jambs.

After scrubbing with hot soapy water they look just slightly better. Is there a way to sand them and paint them etc... ??? Not looking for show quality just want mostly to get the scuffs out and have everything look the same shade of gray without the heavy scratches and stains and fading... etc... oh yeah forgot, the soft vinyl on the dash is fine no problems there.

I work at a stereo shop and I actually have a guy that comes and fixes stuff like that. Scuffs and scratches he fixes with a open flame or heat gun while dabbing with a alcohol pad . I have to say its quite the art, also a company called SEM makes paint/dye for interiors that comes in all factory interior colors and works great as long as you clean it throughly.

I painted my entire interior black using Duplicolor's Vinyl & Fabric Coating. You can pick it up at Auto Zone for like 6 bucks a can. Just make sure you clean the hard plastic parts really well and scuff them up with some steel wool, or it will peel.
