Whine noise when turning?

Just did a full drain and refill of power steering fluid in '09 Camry. The steering is great, not sticky or anything. Fluid isn't going down, so I don't think there's any leaks. However when I turn the steering wheel, it still makes that distinctive 'whine' as if the fluid was low. Anybody know what could be causing this / how to fix it?

elaborate on 'turn the wheel'. any amount of turning either direction or total wheel lock in both directions?

if the latter, that's normal. if the former, might have a pump going south or loose belt.

It doesn't make that noise at all when I turn the wheel all the way when the car is idle. On the road, slight curves won't make the noise. It starts to whine after you have to turn the wheel maybe 1 1/2 turns to either side. But it doesn't have to turn all the way for the noise to start.

It's just aerated, 24 hours and noise is gone. Double check the fluid level. Next time turn the engine over and shut it off right away, then proceed to fill reservoir again(may have to do this twice). Voila, no noise.

Don't believe in changing p.s.(changing ps is b.s) fluid myself, but that's just me. All other fluids gotta go.

I don't rotate my spark plugs either, don't care what the dealer says.

Thanks I'll try that. Only reason I changed it was because the steering was starting to get real sticky XP all better now.
