Toyota does release anniversary versions of some of their cars. I think the last anniversary Camry was the 2007 Camry's anniversary edition that was purely cosmetic. A special paint color, unique alloy wheels (that were available as an option for other trim levels with a slightly different finish), an anniversary badge on the outside and on the floor mats, and metallic-looking trim on the inside. It was a loaded hybrid with all options plus the extra appearance stuff- nothing special really. Here's what it looked like:

Toyota also had a 2004 Anniversary edition- but again it was largely an appearance package that was on top of an LE (if I remember correctly). It came in white, had a special grille, a trunk badge, and a few options that were from higher trim levels.
So, my prediction: If Toyota offers an anniversary edition fo the 2023 Camry, it will be limited to a few minor cosmetic things, maybe special alloy wheels or a unique paint color, and fancy floor mats... oh, and probably $1500-2000 tacked onto the sticker price for those minor changes.
We will have to wait and see. Toyota is generally pretty tight-lipped about generational changes. I wouldn't expect to see it until just before the official release. Maybe they will release a picture of it's headlight or infotainments stack- like they did with the Tundra... but generally they run a tight ship and don't leak images or info this far in advance.
