2006 Highlander Hybrid LImited, All keys/fobs lost. Options?

Spoke to the dealership parts and service department and they are saying that after I purchase 2x keys ($54.95 each + cutting fee) and 2x fobs ($275.00 each + programing fee), I'll need to purchase an immobilizer/security control module ($750.00+install labor/programing fee). They said they would have to look up the exact labor and programing fees but it would be around $500.00-$750.00.

Are there any other options to get back on the road or is the dealership the only route and a costly lesson learned?

This summer had to purchase a new key for my '06 highlander hybrid. One of my keys broke and decided to get 2 new keys since the other good key appeared to be wearing and the battery within the key was at least a decade old. The 2 keys cost $ 50 (approximately). Dealer said $ 200+ to reprogram the keys. Decided to do it myself. After several hours I succeeded reprogramming the 2 new keys and both work correctly. I was able to reprogram the first key in not too much time but the 2nd key wouldn't reprogram. Found out that the memory of the vehicle related to key codes only works on 3 keys. The vehicle had in memory the 2 original keys plus the first new key I had programmed. The 2nd new key I was attempting to reprogram would NOT successfully connect. So, had to clear the memory for the keys which was 3 keys and then reprogram the 2 new keys. It was a PIA since I was unaware of the limitation of 3 keys. In the end though it worked, and I saved a couple hundred dollars.
