2007 Camry no heat, Help!

I have a 2007 Camry CE and the heat does not work. It is the 4 cylinder and the climate control is the manual one. The blower works, the air control works, but when I rotate the dial to max hot still blows cold. I checked that the AC compressor is not cycling, the inlet and outlet to the heater core is hot, I see the blend door arm on the passenger side move when the temp dial is turned. I cannot see the actuator way up high in the dash on the air box and not sure if it is involved in the hot/cold choice.

Pretty obvious the blower air is not passing through the heater core. I just have no idea where to check next. Is there a blend door higher up that decides hot/cold in conjunction with the one I saw move on the bottom of the HVAC housing?

Yep cold out of every vent no matter where the air selector is set. Coolant is full and the actual heater core is at full hot. Inside the car you can touch the inlet and outlet pipe on the heater core from the drivers side. Both pipes are hot. I see a blend door arm from the passenger side move when changing the temperature dial. Just not sure if that is the only one that controls the heat. I don't have a service manual that shows all the blend door actuators.
