99': Recommended ECM Computer?

I have a 99' Tacoma, manual trans, and I'm curious about getting a ECM system that I can use to keep up on maintenance and start working with to improve its function. Something that I can access from my phone or a program on my computer. However, I have ZERO knowledge about them or even if there are any for my vehicle. Any recommendations or a place to start looking would be appreciated. Thanks

I'm looking at something that just generates codes that I can access on the fly and will ID problems as they come up. Something that isn't just a code reader but can keep me updated before problems come up. I don't know enough to work on tuning but if it can do basics for towing/hauling or better fuel mileage that would be great.

I found one that I think is what I'm looking for but don't know much about it. Its a:
