Maybe the shift cable is loose. Does it shift smoothly all the way from P down to 2 and 1?

 

I think I got too hung up in what you meant when you said "moves forward in neutral" - does it self-propel in Neutral or does it stand still but you can can roll it forward (but not backward) when Neutral is engaged? As such it wasn't clear which of these is what you describe:

Scenario A:
P - parking pawl engages, vehicle doesn't roll or move
R - nothing happens (doesn't move, doesn't roll)
N - rolls forward, doesn't roll backwards
D - drives forward, shifts normally

Scenario B:
P - parking pawl engages, vehicle doesn't roll or move
R - nothing happens (doesn't move, doesn't roll)
N - Drives as it it were in D
D - drives forward, shifts normally

 

When you shift in to neutral it doesn't roll if you push on the throttle it starts moving and gets up to around 30 doesn't shift. shifts great in drive 1-4 and it won't even roll backwards in reverse its like your standing on the brake pedal. All low ranges work as they should

 

Solenoid? I think I'd want to try selecting gears at the transmission, to confirm that it's the transmission causing this, and not a wonky shifter/cable.

 

How is your transmission fluid?

 

Clear light brown/pink and at the full mark. I don't think I mentioned that the car is a wagon and has 320k miles

 

I think a solenoid issue would throw a code. You should check the linkage.

 

It feels like a trans brake if you just past reverse but before the park paw it still moves forward under its own power just checked no codes

 

the linkage is fine no play the kick down cable is adjusted properly im at a loss i guess ill have to put a trans in it or sell it

An electrical issue with the solenoid would throw a code. That said, you could have gummed up solenoids NOT throwing codes. Codes are only being thrown when there's something electrical the ECU can detect.

I'd have to dig into the FSM to understand which particular solenoids would be suspect to cause this behavior, but I wouldn't rule them out entirely just because there aren't any codes thrown.

 

So appon so test drive with the gear shift in the neutral position the car seems to be in first gear it maxes out at around 35mph I guess I'll order the solenoids filter and gasket and change them and see how it does
