02 Camry LE 2.4L Broken Bolt/Nut Unable to Close Air Cleaner Assembly—Seeking Clamp or Creative Solution

My engine-side air filter (CLEANER ASSEMBLY, AIR; 17700) suffered two problems and now I am unable to close the box.

So, visually, the air filter Is sandwich: the top and bottom pieces of bread are plastic and the meat is the filter inside.

One edge of the sandwich is held together by a fitted hinge. No problem here. ✅

The opposite edge of sandwich should be held together by a bolt on the top (BOLT, WITH WASHER; 9009904593) and a nut on the bottom (NUT; 9009905286).

My problem is that both of bolts snapped. This means adding a new bolt has nothing to screw into. And also the nut cannot be removed because it is arrested in place. 😳

Obviously, one option is to replace the entire assembly (OEM currently out of stock; and this may be excessive).

But I wonder if alternatively there is some kind of all-metal C-clamp that can keep the sandwich closed.

Any ideas? Anybody seen anything like this?

HVAC metal strap. Bolt, nut, and a butterfly nut. Those straps have holes already. Cut the strap short of full circle. Put a bolt in with nut on one side. On the other use butterfly nut, tighten enough. This is almost like variation of how the water heater is strapped in.

I'd use extra mayo.

I endorse all these solutions people have advised. Replacement clips/clasps,hasks, or ratchet strap, keep it closed and unable to open. Just gotta deal with the slightly more work to inspect/replace air filter. Yea, I'd rather do that than replacing the assembly if cost $$. Make sure no other holes/cracks (even hairline) on assembly as that will impact fuel economy as well as potential CEL. But if it's "sealed" with whatever apparatus you rig up, and safe from any potential unraveling or vibrating free, I'd say go for it.

Aha, pics help. A slot would work out. No need to make it deep, just enough that you can insert a #1 flat head bit or screwdriver. Spray wd-40 or put drops of ATF. Then hold the bottom with one hand and then press-turn. Sometimes counter intuitive but if CCW turns hard, first some CW then CCW. Then other side. At least you can restore one side at a time.

Also that bolt head looks like little bit sticking up. If yes, small needle nose vice grip may work too? Just thinking out loud.

If the bottom half can come off (i.e. removing cleaner assembly from car), I wonder if one can just flip it upside down to be able to access protruding threads underneath via needle-nose or locking pliers and penetrating oil?--kinda like how you said. I would think that there would be more material to hopefully grip with if that bolt went far enough below vs top side.
