Adjust ignition timing

I am first checking the ignition timing then if it is off I will adjust, on a 3s-fe engine 1992 with distributor. My question is when I point the stroboscopic light at crankshaft pulley I should not have the mark align with 0 it should be as follow.

Ignition timing (with diagnostic terminals connected - ) 10° BTDC
Ignition timing (with diagnostic terminals disconnected - ) 10° to 20° BTDC

The problem is i minor misfire on crusing speed good acceleration and start right away so I really don't expect timing to be off and there is brand new spark plugs and HT lead is ok measured as specification. I also have no erratic vacuum that should indicate valve problem. When I get a hose that I can connect to the cold start line I will check the fuel pressure I do not now when fuel filter is changed but it seems brand new.

I don't see a question anywhere in your post.

Use the directions as stated above. You will need to connect the T and E1 connections in the diagnostic box in the engine bay. In the US, there is a sticker with the directions for this under the hood. Factory ignition timing (when checked with a timing light and the T and E1 terminals connected) is 10* BTDC.

I had problem with missing engine and bad throttle response, checked ignition timing and ignition was set at 0 adjusted to 10 degree solved all problem engine running really nice good throttle response.
