Try having someone push down on the front of the hood while you pull the inside release.

 

Yeah it happens. Like stvotw said have some push, pull or hit the front of the hood while you pull on the release. When it opens spray the latch with some WD-40. It's a good idea to lubricate it once or twice a year to keep it from happening again.

 

Do not use WD-40. Use a lubricant instead.

Might just be best to take it to a shop before doing any real harm to it. Unless you are willing to do everything to get it opened.

Can you hear the hood latch moving?

 

If problem persists you would be better off going to a body shop rather than a mechanic.
Did you check if release lever under the dash is still attached to the cable?

 

Can you feel there is tension on the in cabin pull handle. ? Is there a click / mechanical sound out front where the hood catch is ? If not as stvotw suggested the cable may be disconnected at one end or the other.

 

Yes, there is some tension when I pull on the handle inside the car. The hood opens partially is it is supposed to do. But when I place my finger under the hood to release the latch, nothing happens!

The lever moves but the hood does not release.

I have not tried pushing on hood while using secondary lever. I guess that's my next assignment.

You will have to use a screw driver and flip whatever looks like releases the hood..

 

I just had same problem. I looked at a picture of the secondary hood release part on an website to see what it looked like. That helped me figure out that the release tab was bending when I pushed up on it. I could see that if I could move my finger further back on the release tab that I would have more leverage and it worked. Once I got the hood opened, I oiled the hinge point and worked it back and forth several times until it worked smoothly. I also oiled the hook and U-shaped piece on the hood. I hope this helps anyone else that has the problem.
