For example Honda vehicles do not have those plastic inserts and previous generation Toyota models never had those plastic inserts on the backseats before.
For some reason Toyota decided to have those plastic things on the seats on all new model vehicles except for the Tundra, which doesn’t have it.

 

They make it easier to locate the anchors for baby car seats. I like them and have used them.

They could be removeable. They could not be removeable. If they are removeable, I don't know how safe it would be for a car seat. Ignore it.
