My 1994 Toyota Camry will not crank I believe I I've narrowed it down a firing issue where do I start to diagnose exactly what it is

If you mean the starter turns the engine but the engine does not fire then you'll need to determine if it's secondary or primary ignition - if it is ignition and not fuel. Ignition could be bad coil, no primary 12 volts to coil, no switching of primary to achieve secondary ignition voltage.

Do you know it's getting fuel? If so how do you know?

^ What JohnGD said. The 94 has a distributor with a coil inside the distributor. (The car doesn't have coil packs.) It is common for these coils to develop hairline cracks where the coil sits on the distributor.as they age. This results in a no spark condition. Remove the distributor cap and then remove the coil inside. Turn it over and inspect for hairline cracks. If you see cracks, replace the coil.
