Along with blinding other drivers, you will waste light if you aim your headlights too hight. Turn off your fog lights and aim the lights up as far as is useful while still having them point slightly down. Also make sure to flip to your high beams to make sure they still have a reasonable pattern. Once you have your headlights set correctly, aim your fogs so that they fill in the lower part of your headlight pattern. In the end, your goal is to get as much light ON the road, and not in other drivers' eyes.
