2AZ-FE Acceleration Issue After Dealing With Head Bolts (Problem Found)

The short story is my 2003 Camry with the 2AZ-FE had the leaking coolant as a result of the head bolts stripping issue known in this engine and that issue was remedied. After doing that, the engine does not go past 2000 rpm. Before replacing the head bolts, there was a check engine light for the oxygen sensor, but the car still ran like it had no problems and goes past 2000 rpm.
Right now, the crankshaft is set to exactly 0 degrees, TDC, with the camshafts set exactly to match the arrows. I've checked the factory service manual and it says to make sure crankshaft and cams are set where they are before proceeding. I've erased all codes with the issue and it still gives me the oxygen sensor but also misfires on cylinders 1, 3, and 4. Erasing all codes allows me to rev the engine past 2000 rpm. Spark plug changes do not show improvement. I'm really puzzled if the crankshaft is to be set at TDC and not at 10 degrees before TDC when the keyway on the crankshaft is pointing straight up. I know the O2 sensor will need to be changed. I'm lost and need help.
